2022 Research and Management Program on Noise Control Technologies for Air and Ground Transportation

一、 Air and ground transportation In terms of aircraft noise, completed suggestion and revision of related regulations on aircraft noise, guideline update, and inspection SOP. Assisted in completion of inspection on 9 noise monitoring stations at 3 airports for the purpose of enhancing monitoring ability to ensure the quality and accuracy of aircraft noise monitoring. Completed reviewing the set-location and number of aircraft noise monitoring stations (including the 17 airports that are under the regulation of the “Airports That Should Setup Automatic Monitoring Equipment and Conduct Continuous Monitoring of Aircraft Noise Situation in the Vicinity of the Airport”) and the automatic monitoring equipment at the airport in order to enhance the availability of noise monitoring data. Maintained and updated the “Aircraft Noise Monitoring Data Interpretation Tools 2.0” in order to decrease human error and avoid recuring of previous faults in aircraft noise inspection. In terms of ground transportation noise, completed suggestion and revision of related regulations and guideline update. Completed recommendations on simulation of audio source separation technologies on the highway to serve as reference for practice. Proposed that on-site measurement of “multipoint locations from source end to receptor end” be conducted in order to correctly create a sound field model to identify the contribution of each audio source to the noise. Completed collection and analysis of information on the new-type acoustic barriers most recently used on roads (fringe effect containment theory) and highspeed rail (sound absorption, acoustic insulation, and sound reflection) in Japan. The results show a trend of simplicity without having to add extra diffraction and interference devices. 二、 Acoustic camera Completed combined tests for microphone array with “Acoustic Camera Technology Law Enforcement 1.0” and “Multi-vehicle Source Motor Vehicle Acoustic Camera System” (Acoustic Camera Technology Law Enforcement 2.0), and on-site verification tests (15 mobile point tests and 15 fixed point tests respectively). The results show that, multi-vehicle noise interference (including opposite lanes) can be preliminarily excluded. In cooperation with the Environmental Protection Administration (EVA), conducted one consulting meeting on “Multi-vehicle Source Motor Vehicle Acoustic Camera System” to share and exchange information on related technologies with all walks of life. Advanced technology was used to strengthen inspections to screen out high-noise vehicles and identify multiple vehicle sources, so as to enhance law enforcement efficiency. 三、 Airborne noise and construction noise In terms of airborne noise integrated monitoring, completed combining Class 2 microphone (MEMS) into the existing air quality sensor (RS-485 was used as interface). Completed one evaluation point for airborne noise integrated monitoring. Preliminary monitoring results show high correlation with Class 1 microphone results. In terms of construction noise, completed Proposal for “Technology Law Enforcement on Construction Projects” and main equipment setup. By means of acoustic calibrator, Class 1 audio-noise meter, array sound sensor, anemometer, and time lapse camera, five real-machine tests on construction projects were conducted in different forms and development specifications. Judging from the fact that preliminary test results can achieve the effect of audio source separation and recognition, primary and secondary noise sources can be recognized respectively and so the maximum volume of the noise source and its location confirmed. Solved the problems of noise abatement in previous inspections to serve as basis for attribution of responsibility. Proposed that the effect and recognizing ability of the array equipment for motor vehicles or construction projects be verified and complete verification process and acceptance criteria drafted in the next year in order to perfect the law enforcement with acoustic camera technologies.
